Project on Improvement of Industrial Waste Recycling Management

Absrtact	There are four main parts for this year’s project: （1） to improve the industrial waste recycling management system; （2） to build up producer responsibility system and regulations of reuse product quality; （3） to conduct recycling permit examination and its tracking management; and （4） to offer project- related administrative assistance. To improve the recycling of the industrial waste, we offered some suggestions on law amendment and how to improve the problems we’ve found in recycling management based on the collection of recycling regulations and measures from foreign countries. We collected information both from foreign countries and Taiwan and proposed suggestions to strengthen producer responsibility. We also proposed supporting measures for the promotion of the reuse product traceability. On the other hand, an inventory of reuse products and their categories was made this year. We chose three reuse products, concrete admixtures, controlled low strength material （CLSM）, and Jersey barriers, to establish their quality regulations. A survey on the capacity of the industrial waste recycling was completed. By analyzing the sales performance and problems of used products, eight suggestions on how to enlarge the market and its incentives were also provided in this report. For instance, we suggested overseas investment and the government should take the lead in using reused materials. We also advised that transparent information would help price stability. Besides, we have conducted four recycling permit examination cases this year to enhance recycling technologies and its management. By visiting 24 midstream and downstream industries, the quality and whereabouts of resource products could also be under control. We offered free consulting services to answer people’s questions on industrial waste recycling. Through holding relevant panel discussions and updating information, the latest and most complete information on recycling was provided so that the recycling management could go smoother.
